## The term means something specific

"Bulletproof hosting" is not a synonym for offshore or privacy-focused hosting, although it is often used as one by people who have not looked it up. In security research the term describes providers who market resistance to abuse complaints as their core product, and whose customer base is consequently dominated by botnet controllers, phishing infrastructure, ransomware panels and bulk spam.

These operations exist. They are also, empirically, terrible products. Their address space is blocklisted comprehensively, which means legitimate traffic from those ranges is rejected by mail providers and CDNs. They are periodically seized outright, taking every customer down. And they attract exactly the kind of attention that makes a jurisdiction pass the laws everyone else then has to live with.
